Conditional Formatting Question

I have created a Conditional formatting rule but I don't get the results I would expect

I am getting (two results in Yellow are wrong

94.81% is not greater than 95%

7.35% is not 0%

Any help guidance would be appreciated

.01 to .95

@Anonymous , Please change the percent to number also. The column after .95 value and 1 value, I all rows
