I am having an issue with conditonal formatting on one of my measures. I have formatted the value to percentage and the decimal to two places. It is conditional formatting everything as red. I would like any value over 3.5% to be formatted in red.

Can you upload the image from your conditional formatting window?
@Anonymous replace 3.5 to .35, it is a decimal value not a full number and 100 to 1
