Conditional Formatting Not Working properly when Filtered

Hi, I'm facing an unusual scenario using conditional Formatting ICON.

 

I'm working on an Availability report that uses Icons to see if it passed,warning, or it failed.

It shows the correct result when

But when I specifically Filter that City/Station below is the result

I don't understand what is happening. Hope someone can enlighten me. Thank you!

@justnoob08 can you change the condition like below see if it works for you. instead of percent use number

Hello @justnoob08 
You can change Apply to "Values and totals" instead of "values only" and check.
If it doesn't work as expected please share your sample data or pbix file after removing the sensitive information.
