Column headers --> datapoints

Here is an interesting problem. For the below data set - I need to transform this via the mapping shown below - the ultimate result I did manually for the first 2 rows as an example. The top row which is column headers currently is the "Project ID", the dates are dates that would need to repeat for each project ID, and the values are hours. How would I perform this data manipulation?
