How do I adjust a bar chart to just show the date in month/day formatt and not Year/Quarter/Month/Day format? As seen in the attached picture I just want my axis to say January 1 not 2016 Qtr 1 January 1.

I just turned off the data hierarchy which solved the issue. Don't know if that will be an issue when 2017 starts but for now it works.
In Power BI, the value displayed on X-Axis in a chart is based on the field value in your dataset. It's not supportd to partially hide data value.
In your scenario, the date column in your source table must be "Year/Quarter/Month/Day format" so that the date column can be used in Calendar hierarchy properly. If you change it into "month/day" format, this is "Day Of Year", not date level members. So don't change that into "month/day" format, otherwise you can't group those dates under Year 2016 properly.
