I was creating a scatter chart and was wondering if it was possible to change the color of the background based on if the x and y value are both above 80 and etc. for other values.

I don’t believe this is possible. But you could experiment with hacking something up. Some ideas include creating a tree map and set colour saturation on your measure, then placing it behind your scatter chart. Or maybe a single cell table, or something else
