Clustered chart with hierarchy

Is this visual possible in Power Bi? I know we can use one of the fields as the legend, but can we have two Y-axis?thumbnail_image001.jpg

Have you tried the combo chart? You can enable the secondary Y-axis in the combo chart as below:
