I would suggest you use a measure instead.
Measure = DIVIDE ( COUNT ( Table1[id] ), CALCULATE ( COUNT ( Table1[id] ), ALLEXCEPT ( Table1, Table1[dept] ) ), 99999 )

That's the alternative value in case of the failure of the calculation. You will know something is wrong when you get 99999. You can change it or ignore it like below.
Measure = DIVIDE ( COUNT ( Table1[id] ), CALCULATE ( COUNT ( Table1[id] ), ALLEXCEPT ( Table1, Table1[dept] ) ) )
