Change time zone hours

I have a date time column that looks like the below.  The problem is, it thinks the zone is currently stored in UTC when the date/time is actually stored in central time.  So how can I change the +00:00 to +06:00.  I understand I can just do a #duration but this wil break when DST changes in the spring.

We can change time to local in power query as below.
