I need to create a card that doesn't respond to the slicers or filters.
So I have a State column that has a Completed value.
I need to create a card that says, "Meetings Completed to Date"
So how do I create a card that doesn't respond to the filter by Year, Month or Day.
I want it to be in tact as the number of completed meetings to date.

you need to disable cross-filtering on that visualization. More info here - https://windowsreport.com/disable-filter-power-bi/
edit: also - nice username
Try to filter the data static instead of dynamic which will not impact by any filters/slicers. Lets assume, i created a sales amount measure and i am filtering the sales amount for 2019 explicitly, so i will go with any filters and slicers, it won't affect. I hope it clears to you.
