Analyze in Power BI, I will get a .pbids file. However, I cannot connect to the CDS and got the error message. And I canot find the option to enable the function following the online document. btw, My account is Admin. I think that should be a bug?

These settings can be found in the Power Platform admin center by going to Environments > [select an environment] > Settings > Product > Features.
@Anonymous So, to be clear, you are getting that error when clicking that button? From the error you admin hasn't enabled the setting to allow it to happen. Probably need to check tenant settings in PowerApps/CDS instance.

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
