Can we make the the table visuals of multilple column turn into 2 column table for making it as a custom tool tip?

It is hard to achieve your requirement by Dax formulas. I'd like to suggest you enter to query editor to create a new query table with combine function to combine these tables and do 'unpivot columns' to convert multiple fields to attribute and value. (Notice: build the relationship from merge table to original tables to enable interaction effect with original tables)
