I know I am a beginner and all, but these small irritations with this software is not winning me over.
I can't seem to see my entire list of values on the Field Formatting list (see screenshot). Is there any way to expand this menu so I can continue formatting ALL of my fields?

This sounds like a problem.
Now the latest version of Power BI Desktop is the June 2020 version. If you are interested, update the version to the latest version and test again. In fact, I can not reproduce your problem with the June version.

The fields added to the ‘Value’ tab are displayed here. If there are too many fields, a scroll axis will appear.
So it’s normal if the fields in your ‘Row’ tab and ‘Column’ tab are not displayed here.
If you are saying that the fields in your ‘Value’ tab are not all displayed, then there may be a bug.
What's your Power BI Desktop version, mine is 2.81.5831.821 64-bit (May 2020).
And what is the data type of the field in your "Value" tab? Perhaps this feature has restrictions on data types.

@v-lionel-msft I have the January 2020 version. I definitely think it's a bug, since I'm missing the scroll bar and therefore can't see all of my values. For the 2 remaining values that I can't see, one is a whole number and one is a decimal number. I've found a workaround where I have to rearrange my variables within my matrix, so that I can see these last 2 within the value list, format them, and then I have to put the variables back where they were.

@afaherty good question, on panel there is a scroll bar, take field selection to the top and then try to drop down but I expect this window should have a scroll bar.
