Can't publish new dataset change with Owner permission

I do have owner permission

I am owner of that report. After downloading the latest version of power BI today and do a publish, I found I don't have permission to pushlish changes. Is there any bug here?

AAD issue now is fixed but issue is still there.

it seems like Azure is down. Power Bi seems like a Victimm

My thinking is wrong I think. This is not AAD related.
