So I upgraded to the April 2019 version today. It now won't let me resize or move visualization. I have uninstalled and reinstalled. I uninstalled and downgraded to the previous version. I also unchecked the "use the modern visual header" as suggested by another thread. Nothing has worked, any suggestions on how I can get this functionality back?

I am also using April 2019 Power BI desktop . Also, I haven't faced this issue.
According to me, may be the visual is locked by you by mistake and that's the reason you can't re-size or drag and drop that visual.
You can easily check View->Lock Objects
