Can't find Values section to create a chart in Power bi....I see x-axis, y-axis, legend etc...

As I know there is no section named value in all visuals,
As the visual you selected is a kind of chart it names X and Y)
And you could put your column (char/num) in each of the other parts(X-axis, Y-axis, ...)

Instead of seeing x-axis and y-axis, legend in the options to create a chart, I like to see just axis, legend, values etc...

Not sure, what your mean is.
In my opinion, when you are using the chart you have to fill the X, Y and you could set the field as a legend. no matter what is the name of each item, if your data is pure and you have a correct relation you will see the value(Y) for each item(x) based on each category(Legend), if you develop the Column chart (for Bar chart you could change the x and Y axis)
