The only Browser saying it is downloading is Edge but then it says it's a corrupt file when trying to open.

What is wrong here?

Searching older posts on this issue there is most likely an issue on the back end. Currently there are no outages or issues on the Power BI Side, however, that doesn't mean that there is not an issue preventing you from exporting your .pbix files.

I'd either try again later or open a support ticket. In my experience they are pretty good at getting back to you in a timly manner. 

I'd also ask, don't you have the original .pbix file that was used to publish the one your trying to download?

I couldn't reproduce this issue. The pbix download from power bi service can be opened in power bi desktop. I'm not sure if this issue is related with the power bi service tenant region. I would suggest you create a support ticket here.
