Can Powerbi handle 40 Million records? - Need expert advise to suggest my Organisation

Hi All,

Im looking for an expert level advise to suggest my organisation a best implementation plan for PowerBI.

We have 40 million rows of data in Snowflake.

currently i use powerbi May 2020 version of Desktop & Report Server.

we dont have any Premium Capacity in app.powerbi.com

My questions are

1.   Can this 40 millions rows be IMPORTED to PowerBI Desktop version for data visualization? 

2.   If yes, how much time it takes for data refresh (i have 8 GB ram in my laptop, 200 mbps connection)

3.   Publishing pbix file to report server :

                   3.a.     I cant have Direct Query to Snowflake in powerbi desktop as the Report Server - May 2020 doesnt support native snowflake connection. Is there any other means of publishing it in Report Server?

                   3.b.     There is a limitation on Report Server that we cant upload pbix files which is morethan 2GB. with this 40 Million records, the pbix file will be of 3GB data.  is there any other means of publishing it in Report Server with this file size?

4.   Can Dataflows in PowerBI Services handle this 40 million records? and can this be connected to powerbi desktop and make it work?  Provided, we dont have premium capacity yet, can dataflows be used and publish the reports in App workspace?
