Publish to the web simply creates a World Wide Accessable URL from within the Office 365 platform.  There would be no way for it be created in any other organisation.

From the paid side of things, there are options such as Embedded and Premium that offer the ability to host on your own Websites.

Its different.  Pro is a license for an individual.  Chances are if you are wanting to display your report on a website, you don't wish to make all your viewers Pro.

Embedded and Premium are different as instead of paying per user, you are paying for capacity which Free users can use for the purpose of consuming the reports.  This doesn't avoid the need for Pro Licences, as you will need them for whomever is creating and managing the Power BI reports.  It is a method of paying of the capacity of allowing users to consume your reports.

Thank you.

May I ask for Embedded and Premium, is it available in PowerBI Pro or there's other license/components to be purchased ?

@doran_lum did you figure this out?
