Can Power BI get emails and email attachments to process them?

I have Power BI Free desktop v2.1.1400.

I'd like to make a system where Power BI does the following:

1. Talks to a POP3 server to get an email.
2. Look through the email body to look for commands.
3. Save an attachment from the email.
4. Process the attached file based on the commans in the body, which would tell the program how to process the attached file.
5. Basically I'm remaking a system that was made in Perl.

Can PBI Free Desktop do this without any addons or other software? This is my task and all I have is PBI to work with.

After working with PBI for a bit, it looks like a report writer, albeit a fancy report writer. And I have not seen any indication it can do the above.

EDIT: Once the system is set up, I want this to run automatically, no human should touch the program or data at any time unless for bug fixes. Someone sends an email, and program1 gets the email, which calls  program2 to process the attachement.
