I was reading a post which talked about custom formatting of a multi-row card. The solution was to use multiple single-row cards but then if I do that it will only show the first value and not have multiple rows showing all the dataset. I was thinking that perhaps if there was a multi-row type frame that could exist where you can drop a bunch of single-row cards and the frame would just repeat automatically for each row like the multi-row card that would solve it for me.
Any ideas on how I can do that?

Based on my test, it is not possible to meet your requirement currently. You can come up a new idea about that and add your comments there to improve Power BI and make this feature coming sooner.
