Calculating the Percentile and the cumulative sum in Matrix

Hello,

 

I have a set of data as below:

I want to calculate the 70th percentile based on that table for each country alone. (How many attempts it takes for 70% of the shipments for each country)

 

I have created this Matrix out of the table, but I still can measure the cumulative sum :

Is there a way to caluclate the 70th percentile as a number without having this Matrix?

You may try PERCENTILEX.INC Function.

@v-chuncz-msft thanks for your reply. The data is grouped based on the the number of delivery attempts, so this function is not working alone in this case.
