We run programmes that fall in line with a different yearly cycle than the calendar months. Our calendar starts on 01/08 every year and ends 31/07 every year.
If someone starts their programme on 01/01/2019 they are in their second year of study as of todays date. If they start 01/09/2017 they are in their 3rd year of study as of todays date.
The calculations i am using are

One quick way I can think of is you use the start of year function
End of the year would be ideal, but will not work directly on today
DATEDIFF(STARTOFYEAR(Admission[Date],"7/31"),TODAY(),MONTH)
Now you will get more than 12 month , develop login based on month or year
