I have Sales Quotas that are basically fixed every month but I'm stumped on how to calculate the YTD Quota.
So, if every month the quota is $60,000, obviouslt the YTD would be "$60,000" and nextmonth would be "$120,000" but I'm not sure how to write that measure

You can try to use below formula which used to calculate the running total:
Measure:
TotalYTD= Calculate(Sum(Table[AmountColumn]),Filter(ALL(Table),Table[DateField]<=Max(Table[DateField)&&Year(Table[DateField])=Year(Max(Table[DateField))))
