Does anybody know how to calculate percentage change with text based field e,g (FY17/18, 17/18) ?
I have a field that is a text, and am trying to calculate % change based on it.

If you can't use a date table, I would suggest you add a new table like below.
FY Index
17/18 1
18/19 2
Then establish relationship. You can get the previous FY easily now.
How can we calculate the % Change? Your sample seems wrong.
