I have calculate the average for each of the business sectors as shown in the screen shot, the problem i am facing is how do i calculate the averge of the data as shown so 186/16 = 11.67%

Based on my test, you could refer to below formula:
Measure 2 = AVERAGEX('Table1','Table1'[Measure])
Result:
