I'm trying to create a Measure I can throw into a Card that will show the following:

or

where do I put in a Filter for the Status?
Alternatively, I tried something like this but no luck:
Covering the world! 9:00-10:30 AM Sydney, 4:00-5:30 PM CET (Paris/Berlin), 7:00-8:30 PM Mexico City
