CONCATENATEX won't give me the value I'm expecting

I'm using CONCATENATEX  to present a "Y" or "N" for high priority customers in my pivot table.  

 

Field being called is using this formula:

=IFERROR(VLOOKUP(A3,'Onboard & Delivery Services'!$1:$1048576,5,FALSE),IFERROR(VLOOKUP(A3,CustomerHealthMgmt.!$1:$1048576,5,FALSE),""))

 

Both the "Onboard & Delivery Services" and "CustomerHealthMgmt" tabs are using this formula to calulate wether or not the customer is high priority: =IFERROR(VLOOKUP($F3,HighPriorityData!$1:$1048576,2,FALSE),"N")

 

The CONCATENATEX  pivot table calulation will only present the "Y" and any "N" will only show as blank. 

 

Thoughts?!
