As writen in the title, I would like to fix this problem.
Like below, there are 2 screens showing the same bubble size but the difference between these 2 countries is big ( 135 - 3 = 132 );
To specify, it's the count of ID by country and not the ID of country

Can you zoom in (to the same %) on each bubble so we can see more clearly?
Also, can you send a screenshot of the fields pane for this visual so we can see which field is generating the bubble size?
Lastly, check the aggregation by selecting the drop-down menu for the item in the field pane. It may be showing count as the screen tip, but still be adding for the bubble size aggregation.

as asked,
It consists of the count of ID by Criticality by Country. As you can see, the smallest bubbles have the same size but I can tell you that there is a real difference . By example , the measure in France is greater than in England by 150, it's inconsistent to have the same bubbles size.
I checked the agregation and it's good one
