Blank in Visual and No Blank in Data

I am trying to sort best 10 cities sales performance. on the bar chart i see the best city is blank although my data dont have blank at all. 

i read another post about the unmatched relaitonships may cause this, but i dont know how to fix this.

can anyone help.

There may be no matched items for the related tables, so the blank appears. You may change the Cross filter direction of the relationship among the tables above from Single to Both, which will take all the tables treated as a single table.

but the only measure on this visual is :

TotalSales = SUM('Transaction'[total])

I figure it should be some issue with the Filters in the Page. Can you confirm if there are any Page Level or Visual Level Filters in the Report.

there are only filters on visual. no filter on page or report
