I am looking for the best way to share my reports with my colleagues without having to purchase individual pro licenses for each of them. We have a government account, which apparently is not quite premium, and is apparently hard to find any information on.
If I publish to web, is the data available on the web for anybody to view?
Please respond with your best options for sharing reports out of our network (so they can be viewed from home let's say). Thanks.

using Publish to web, anyone on the Internet can view your reports, and you have no control over who can see what you've published.
With sharing, whether you share content inside or outside your organization, you need a Power BI Pro license. Your recipients also need Power BI Pro licenses, unless the content is in a Premium capacity.
After the person viewing the report has the appropriate license, you may choose Embedding in SharePoint Online and the Embed, or publishing your apps to share. See more ways sharing : https://docs.microsoft.com/en-us/power-bi/service-how-to-collaborate-distribute-dashboards-reports.
