Does anyone know how to create a graph similiar to this (just something that shows the variance between the two bars ? This is from an existing plugin, but there is no way i'll be able to navigate the red tape in getting this with my organization.

In Addition to @TomMartens Suggestion, I suggest to use Variance Chart - Xviz in Custom Chart to get some more information. The snap shot given below

it seems you are talking about the Zebra BI custom visual.
If you can't these visuals inside your organization, then I do not know how to create the variance arrow.
