Could anyone please help me with any ideas of how I can set up the layout as below. I am only allowed to use MS certified visuals. Tried s bar chart, but as far I understood I was not able to have several categories in it.
I have three categories and set two kinds of targets per priority:
1) Target Warning per Priority, the bar-colored yellow, when the average number of days is above this target
2) Time Target per Priority: the bar-colored red, when the average number of days is above this target
Otherwise, the bar color is green.

The thing that complicated it all is that I have duplicate IDs for the Services (and it should be so). However, it I only use ID for the bullet chart I end up with fewer lines.
I also wonder how I can sort the bullet chart by Priority (to align it with the table) if the Priority not in the bullet chart.
Any ideas?

You can try a workaround which I did previously,
1. for tables you can use regular table
2. for bar chart use regular bar chart
3. align the 2 visual as to look like above image what you have sent
Note: important to note that you need to sort the data the same way in both the visuals to show correct result
