I would like to have a bar chart with the bars starting considering the the different StartTimeNum from the table, however the bar like in my example keep starting from 0. Not sure how to set up the chart to respect the start time.

Select the Stacked bar chart, and the add the Start Time minute and the Duration minute to you values please be aware that the first must be start time, then just change the colour of the start time data to white or the background colour you have on your chart should look like this.
