I have 5 different phases of a project and need to organize them 1-5. It will only allow me to organize them 5-1 and when I click the various options within the ellipse on the top right, it still won't allow me to do that.

OK, if you use a Sort By field it works. See attached.
You could create a measure for the total amount for each category seperately and then they will show up on the graph in the order you place them in the values section.
ex:
1-Meetings = calculate(sum(table[cost]), table[phase]="Meetings")
Generally, if you click the ellipses and choose what to sort by and then perform that exact same action again, choosing the exact same thing to sort by as before, it reverses the direction of the sort from ascending to descending or vice versa. You could alternatively use a Sort By column potentially as well.
When I click the options in the ellipse it only goes 5 4 3 2 1 or 4 3 2 1 5. None of them make it 1 2 3 4 5
