We are expecting to start working on few reports which will be sourced from Oracle DB on Azure Cloud. What are the steps to follow to connect to this source from Power BI desktop?

If your device can access oracle instance, it is possible use it as a normal oracle datasource:
Connect to an Oracle database with Power BI Desktop - Power BI | Microsoft Learn
If your device can not access oracle instance, you need to setting a VPN/Proxy to link that VM device.
PBI Desktop connect to Azure via Proxy
BTW, if you use second way, after you publish this report to power bi service, you also need to setting the proxy on your data gateway.
