Average excluding outliers based on another measure

I am trying to do something very simple but I am struggling to do it. I want to :
1- Calculate the average of a column excluding the top and bottom performers in another measure
2- The top and bottom performers should be dynamic (follow the date filter)
3- Other filters don't affect this new measure (example row level security on countries). So preferably, the solution should include the creation of a new table.

I included print screens of what I'm trying to achieve in Excel. In my toy example, the goal is to determine how a country compares to others based on profits even if I have a row level security on the country level.
