How can I create a table similar to this:

Unfortunately, Power bi cannot create table with sub headers. If you want work with power bi with your requirement, you can create 3 tables, Attribute Table, Trip Option 1 table, Trip option 2 table, etc. In each table, you can create location, state, and region columns.
