There is opttion to create graph in Power Bi based on Smart Art (that provided in Power Point) or simillar?

You can try to build custom visual to achieve your goal.

Without understanding your dataset, there are a number of custom visuals that could possibly help. PureViz, HTML Content Visual, Synoptic Panel, Visio.

If the number of tasks and the task names are dynamic, I might suggest using the Matrix visual and conditional formatting.
