typescript is much more than just a wrapper for "D3.js".
Here you will find more explanation what typescript is:
Indeed the default visuals that are coming with Power BI Desktop are using the D3 library (at least as far as I know), but this is not necessarily true for all the custom visuals. D3 is not requirement to create a custom visual. You can integrate every javascript library to create your own custom visual, assuming that there is no licensing constraints.
Hopefully this adds some new insights.
