ArcGIS Organization Reference Layers Not Accessible

Hi all, I've been using the ArcGIS visual for quite some time now but recently discovered I can't access my organization's reference layers. On the reference layer menu, there used to be a dropdown that would allow me to select the source of my content - eg, My Content, My Organization - but I don't see that dropdown anymore. All I see are the default ESRI layers. I updated Power BI 10 mins ago and the problem has persisted. Has this visual changed in any way? Or do I need to check with my IT department about ESRI licensing? Any info would be helpful.

 

If this is helpful, clicking back and forth between the Demographics and ArcGIS buttons at the top of the menu do nothing.
