I've been using the ArcGIS visualization to plot points on a map but lately every time I upload a finished map, the result is different from the file that I am uploading. All the customization that I have set up (map theme, symbol style, pins, drive time) doesn't carry over after being published. It seems like I have to re-apply the edits once it has been published but it was never like that before. Please advise. See below... Thank you.

Based on my test in latest Power BI Desktop version 2.69.5467.2151 , it will display the same feature settings between Power BI Desktop and Power BI Service. Did you save the pbix in Desktop and then publish the pbix to the same workspace on Service? If you have published one, you may need to replace the original one in the next publish operation.
