Any charts/graphs have this capability? (multiple measures on chart)

Good afternoon,

 

Is their any graphs/charts (excluding R & Python) that can add a second measure value to the bar chart?  Such as the example below.  I currently have a stacked bar chart that graphs the various bins & the first measure values but unable to add a secondary measure value (XX.X%) to the bar chart.  

 

This capacity is easily achieved in Tableau, but can Power BI do this?
