Could you please answer the following question: I would like to add a video MP4 not using youtube - just a local video - to put it in my report, is it possible?

Based on my test, I find that the local video seems not work. I suggest you could upload the video in sharepoint or onedriver, then you could use below table in custim visual(htmlViewer) to see whteher it work or not (which works only in service)

You could get this link by open the video in sharepoint, then you could press F12 , and use below button to get scr link

This solution will require Authorization to SharePoint At least once, It means embedded video won’t open if User has not logged in to SharePoint.
Is there any way to handle this scenario?

First of all, as far I know there are no specific Power BI visuals to play a local video. You can develop custom visual using Node.js, Python or R.
But there is a default visual called PowerApps for Power BI. You can create an application by yourself almost without coding and embed it as a visual to Power BI. Actually, PowerApps is a separate service from Microsoft, but they did good integration between it and PowerBI.
