Add a colored Title bar all the way up to the top edge

Is there a way I can add a Title Bar (shape or text box or card) as a report title that goes all the way to the top edge of the report?

i.e. In the below screenshot, is there a way to eliminate the top white portion?

After test, we can not  eliminate the top white portion, which is a design_behaviour  of text box, you can create an idea here.
