@A_H

ALL(SalesTargets[city]) returns a single column table containing unique values in City Column

Depending on what you are trying to achieve you could do any of the following

Actual sales = CALCULATE (SUM (ORDERDETAILS[Gross Total After Discount]), FILTER(ORDERDETAILS,ORDERDETAILS[city] = MAX(SalesTargets[city])))

Actual sales = CALCULATE (SUM (ORDERDETAILS[Gross Total After Discount]), FILTER(ORDERDETAILS,ORDERDETAILS[city] in ALL(SalesTargets[city])))

Actual sales = CALCULATE (SUM (ORDERDETAILS[Gross Total After Discount]), FILTER(ORDERDETAILS,ORDERDETAILS[city] = SalesTargets[city]))
