Hi  @naoyixue1 ,

Here are the steps you can follow:

DAX
Column =
DATE(INT('Table'[Column1]/1000)+2000,1,MOD('Table'[Column1],1000))
M Language (Query Editor)
Date.AddDays(#date(Number.RoundDown([Column1]/1000)+2000,1,1),Number.Mod([Column1],1000)-1)

Result:

= DATE( "20" & INT( [Julian Date] / 1000 ), 1, 1 ) + MOD( [Julian Date], 1000 ) - 1

Thanks to the great efforts by MS engineers to simplify syntax of DAX! Most beginners are SUCCESSFULLY MISLED to think that they could easily master DAX; but it turns out that the intricacy of the most frequently used RANKX() is still way beyond their comprehension!

DAX is simple, but NOT EASY!
