3X3 matrix for the data I have

I am trying to create the below table with data as below and I am not sure what to use and how to do. I checked risk assessment matrix but it doesnt match with my requirements. Please help if you know how to do this.

Sorry for that we didn’t find a custom matrix table like your screenshot.

We create a sample, maybe you can try this measure.

Measure = 
CONCATENATEX(VALUES('Table'[Column1]),'Table'[Column1],"
")

If it doesn’t meet your requirement, could you please show the exact expected result based on the table that you have shared?

@Anonymous not sure about anything on top of my head, check in appsource if there is a custom visual that allows to achieve something similar.
