24 Hr format check

Can we manually check the 24 Hr format in dax/column. 

Hour Division = SWITCH(TRUE(),AND('Elec Wins'[WinLossStartTime]>=060000,'Elec Wins'[WinLossEndTime]<070000),"6 t0 659")


Obviously this is wrong, do we have to convert this into mins and then go forward with optional parameters or is there a way I can hardcode and check values?
