The 3W stands for WHO, WHAT, WHERE. This 3W tool is important to use in emergencies to capture the operational presence and response to an emergency. It allows good coordination to identify where partners are responding in relation to needs. It also allows analysis on identifying gaps i.e. when there is no presence/response taking place in areas where people are in need of assistance. Also, it supports better coordination to avoid overlap in assistance i.e. to avoid having same partners assisting same beneficiaries and missing out on others. One way of benefiting from this data collected is to visually display it and share it with all stakeholders, and visual presentation makes it easier and clearer for analysis, yet positively affecting planning and decision-making.
